Universal Design, Explained: The Center for Universal Design’s Seven Principles
Ronald Mace founded the Center for Universal Design in 1989. Here are its seven principles, verbatim, and how they differ from accessible design.
Universal design is an approach to designing products, buildings, and environments so they are usable by the widest possible range of people, without requiring adaptation or specialized versions. The term was coined by architect Ronald L. Mace, who founded the Center for Universal Design at North Carolina State University’s School of Design in 1989. Mace, who used a wheelchair after contracting polio at age nine in 1950, had already shaped US accessibility policy before founding the center: he was instrumental in North Carolina’s 1973 adoption of what is described as the first accessibility-focused building code in the United States, work that contributed to the foundations of the Fair Housing Amendments Act of 1988 and the Americans with Disabilities Act of 1990.
The seven principles, as published
In 1997, a working group of architects, product designers, engineers, and environmental design researchers convened by the Center for Universal Design published version 2.0 of “The Principles of Universal Design,” still the reference version cited today. The seven principles, with their guideline definitions as published by the Center, are as follows.
Equitable Use. “The design is useful and marketable to people with diverse abilities.”
Flexibility in Use. “The design accommodates a wide range of individual preferences and abilities.”
Simple and Intuitive Use. “Use of the design is easy to understand, regardless of the user’s experience, knowledge, language skills, or current concentration level.”
Perceptible Information. “The design communicates necessary information effectively to the user, regardless of ambient conditions or the user’s sensory abilities.”
Tolerance for Error. “The design minimizes hazards and the adverse consequences of accidental or unintended actions.”
Low Physical Effort. “The design can be used efficiently and comfortably and with a minimum of fatigue.”
Size and Space for Approach and Use. “Appropriate size and space is provided for approach, reach, manipulation, and use regardless of the user’s body size, posture, or mobility.”
How universal design differs from accessible design
Accessible design typically means meeting a specific legal or technical standard aimed at people with disabilities — a wheelchair ramp built to satisfy a building code requirement, for instance. Universal design, by contrast, aims for usability across the widest range of people from the outset, including but not limited to people with disabilities, so that the same design serves a wheelchair user, a parent with a stroller, and a delivery worker with a hand truck without a separate accommodation for each. A curb cut is the frequently cited example: introduced to help wheelchair users cross streets, it also benefits cyclists, travelers with luggage, and parents with strollers, illustrating how a solution designed for one group’s access need often improves usability broadly. The Center for Universal Design’s own materials note a scope limit worth stating plainly: the seven principles “address only universally usable design,” and do not by themselves resolve the separate economic, engineering, cultural, gender, and environmental considerations that also factor into any real design decision.
Where the concept applies today
Universal design principles are commonly applied to three areas: the built environment (building entrances, doorways, and public spaces), consumer products (tools, appliances, and packaging usable regardless of grip strength or dexterity), and, increasingly, digital interfaces, where the same equitable-use and perceptible-information principles inform web and software accessibility standards such as the Web Content Accessibility Guidelines (WCAG). The EU’s European Accessibility Act, covered in WINSS’s companion piece on disability inclusion in the workplace, sets legally binding digital accessibility requirements for e-commerce services across the EU from its June 28, 2025 compliance deadline — a regulatory example of the same perceptible-information and simple-and-intuitive-use principles the Center for Universal Design set out in 1997, applied specifically to digital commerce.
What remains unresolved
The seven principles are guidelines rather than measurable technical specifications, and the Center for Universal Design’s own documentation acknowledges they address usability alone, not the full set of trade-offs — cost, structural feasibility, or cultural context — that a specific design project must also resolve. As a result, applying the principles in practice still requires project-specific judgment about how far to go beyond a jurisdiction’s minimum legal accessibility requirement.
