The OECD’s “Digital Education Outlook 2026,” released on 19 January 2026, finds that generative AI in education can raise what students produce without improving what they learn. The report — subtitled “Exploring Effective Uses of Generative AI in Education” — argues that finishing a task with an AI tool is not the same as learning from it. In research the report cites, students using generative AI were 48% more successful at completing tasks, yet their measured performance fell 17% once the AI was taken away.

The OECD’s point is about design rather than adoption. It states that generative AI can support learning when guided by clear teaching principles, but that handing work to AI without pedagogical support tends to lift output while leaving understanding flat. The same tool, the report notes, can raise short-term performance while weakening long-term understanding, lighten teacher workload while shifting control away from educators, and narrow gaps in low-resource settings when designed well — or widen them when layered on fragile infrastructure.

What the OECD found about generative AI in education

The OECD’s Digital Education Outlook 2026 examines three settings: students using generative AI to learn subject knowledge; students and teachers using it together during instruction; and teachers using it on their own to prepare and manage work. Across all three, the conclusion is the same — outcomes depend on how the technology is built into teaching, not on whether it is switched on. Teacher adoption and concerns

Teacher uptake is already broad but cautious. Drawing on OECD TALIS data, the report states that 37% of lower-secondary teachers reported using AI in their work in 2024. Among teachers who use AI, 68% turn to generative tools to learn about or summarise the topics they teach, mainly to manage workload rather than to personalise lessons. More than half, 57%, agree that AI helps them write or improve lesson plans. At the same time, 72% raise concerns about academic integrity, worried that students may present AI-generated work as their own.

How many students use generative AI?

Student use has climbed quickly, though the numbers come from separate national studies the OECD report cites rather than from one survey. In the United Kingdom, 48% of students said they had used ChatGPT in 2024, about half of them on a teacher’s instruction. In France, a 2023 study of around 4,500 students found 55% of higher-education students using generative AI tools, a share that reached 82% by 2025. In Germany, a survey of more than 23,000 higher-education students found 94% using AI in 2025, including 65% who used it daily or weekly.

Why the gains are not automatic

The report’s caution is that access alone changes little. The OECD calls on education systems to provide equitable infrastructure — devices, connectivity, curriculum-aligned resources and sustained professional learning — so that the benefits reach all students and teachers rather than widening existing divides. The European Commission’s Digital Skills and Jobs Platform summarised the launch with the same emphasis: generative AI supports learning when it is used with purpose.
