Germany, Austria and Luxembourg Launch a Joint 2.12 Billion Euro eSAF Funding Program

Germany, Austria and Luxembourg announced a joint eSAF funding program worth up to 2.12 billion euros on September 21, 2026, according to a press release from Germany’s Federal Ministry for Transport (BMV). Germany is providing up to 2 billion euros, with Austria and Luxembourg each contributing up to 60 million euros, and subsidized volumes of synthetic e-fuel are to be allocated among the three countries in proportion to their funding shares, the ministry said. The program uses a “double-sided auction” mechanism intended to give e-fuel producers long-term revenue certainty while limiting the cost to taxpayers through competitive bidding.

Under the mechanism, eSAF producers bid on the supply side and airlines or fuel buyers bid on the demand side; a state-backed intermediary signs long-term contracts with producers and shorter-term contracts with buyers, with public funding covering the resulting price gap between the two sides, according to NOW GmbH, the German agency implementing the program. Germany’s Federal Minister for Transport, Steffen Bilger, is overseeing the German portion; Austria’s Ministry of Mobility, led by Minister Peter Hanke, and Luxembourg’s Ministry for Economy, SMEs, Energy and Tourism and Ministry for Mobility and Public Works, led by ministers Lex Delles and Yuriko Backes respectively, are managing their countries’ shares, per the BMV and NOW GmbH releases. None of the announcements published a bid opening or closing date, or a fuel-delivery deadline.

Germany accounts for about 94% of the 2.12 billion euro eSAF funding program, with Austria and Luxembourg each committing 60 million euros.

Policy context

The three countries are founding members of the eSAF Early Movers’ Coalition, launched in December 2025 to accelerate the market for synthetic aviation fuel through joint funding and cooperation, according to NOW GmbH. The program sits alongside the European Union’s ReFuelEU Aviation regulation, which requires a minimum synthetic-fuel blending share of 1.2% at EU airports starting in 2030, part of a wider sustainable aviation fuel mandate, according to transport and environment policy group Transport & Environment. Neither the BMV nor NOW GmbH releases explicitly linked the new funding program to the ReFuelEU mandate, so that connection is background context rather than a stated goal of the program.

The announcement adds to a run of hydrogen and e-fuel funding that Winss Solutions has tracked this year, including South Africa’s SA-H2 green hydrogen fund reaching a 3 billion rand first close and continuing scrutiny of the sector in Winss Solutions’ look at sustainable biofuels’ hard limits and fraud risks.

Background

eSAF, or synthetic sustainable aviation fuel, is produced by combining green hydrogen, made using renewable electricity, with captured carbon dioxide to create a jet-fuel substitute without fossil-fuel inputs. Producing eSAF at commercial scale is currently more expensive than conventional jet fuel or bio-based sustainable aviation fuel, which is why the three governments are using a subsidized auction to close the price gap for early producers. Germany, Austria and Luxembourg have coordinated on eSAF policy since forming the eSAF Early Movers’ Coalition in December 2025, and the new funding program is the coalition’s first joint financial commitment aimed at bringing e-fuel production plants into operation ahead of the EU’s rising synthetic-fuel blending requirements later this decade.
