Egypt launches national AI competency framework for teachers with UNESCO

UNESCO reported on July 21, 2026, that Egypt’s Ministry of Education and Technical Education, working with UNESCO, has officially launched a national “Artificial intelligence competency framework for teachers.” The launch ceremony took place on June 3, 2026, and UNESCO said Egypt is among the first countries worldwide to adopt a nationally contextualized AI competency framework for teachers, adapted from UNESCO’s global framework of the same name. The Egyptian framework aims to equip teachers with the knowledge, skills and ethical understanding needed to use AI responsibly and effectively in classrooms.

How the AI competency framework for teachers was built

The Egyptian framework adapts UNESCO’s global “AI competency framework for teachers,” a publication first released on August 8, 2024, and last updated January 16, 2026, authored by Fengchun Miao and Mutlu Cukurova. UNESCO’s global framework defines 15 competencies across five dimensions – human-centred mindset, ethics of AI, AI foundations and applications, AI pedagogy, and AI for professional learning – organized into three progression levels: Acquire, Deepen and Create.

Egypt’s version was developed within the UNESCO-Huawei Technology-Enabled Open Schools for All (TEOSS) project. It followed a National Consultation and Validation Workshop held in Cairo in October 2025, a collaboration between the Ministry of Education and Technical Education, the Ministry of Communications and Information Technology, and UNESCO that brought together more than 120 representatives from government institutions, universities, teacher training bodies, civil society organizations, development partners and the private sector to adapt the global model to the Egyptian context.

“This framework reflects Egypt’s reality and provides teachers with the digital capabilities and ethical awareness necessary to employ AI purposefully and responsibly in classrooms,” said H.E. Dr Mohamed Abdel Latif, Minister of Education and Technical Education in Egypt.

What happens next

As a next step, UNESCO and the Ministry of Education and Technical Education in Egypt said they will implement an action plan of capacity-building initiatives, including online and face-to-face training programmes, the preparation of AI master trainers, the development of Arabic-language learning resources, and the establishment of teacher training hubs. The contextualized framework is intended to serve both as a capacity-building tool for teachers and as a policy reference for integrating AI into teacher training, professional development programmes, educational planning and curriculum reform, according to UNESCO.

UNESCO said the launch builds on Ministry progress over the past two years on classroom overcrowding, student attendance, teacher professional development and addressing teacher shortages, which it described as a foundation for implementing the new AI framework and Egypt’s wider digital transformation agenda.

Part of a wider push on AI literacy for educators

Egypt’s framework arrives amid a broader UNESCO push on AI in education. It also follows the separate OECD and EU AI literacy framework for schools, the AILit Framework, published June 17, 2026, which targets both students and teachers across OECD and EU countries rather than a single national teacher framework. Egypt’s initiative is narrower in scope, adapting UNESCO’s teacher-specific model to one country’s education system rather than building a new multi-country standard.

About UNESCO’s work on AI in education

UNESCO, the United Nations Educational, Scientific and Cultural Organization, has published AI guidance for education since at least 2019, when it endorsed the Beijing Consensus on Artificial Intelligence and Education. It followed with the Recommendation on the Ethics of Artificial Intelligence in 2021 and the Santiago Consensus on Teachers in 2025, which together set out UNESCO’s human-centered, ethical and inclusive approach to AI in classrooms. UNESCO released its global AI competency framework for teachers in August 2024, alongside a companion framework for students, as reference tools for national governments building their own guidance. The UNESCO-Huawei Technology-Enabled Open Schools for All project, under which Egypt’s framework was developed, is an existing UNESCO partnership focused on digital infrastructure and connectivity for schools. Egypt’s June 2026 launch, formally reported by UNESCO on July 21, 2026, is the organization’s latest example of a member state adapting its global teacher framework into a binding national policy reference.
