IIASA study finds demand-side climate action improves quality of life
An IIASA-led study published on 15 June 2026 finds demand-side climate action improves quality of life across 18 countries for the same 10% emissions cut.

Demand-side climate action improves quality of life across a wider range of measures than supply-side alternatives that cut the same amount of emissions, according to a study led by the International Institute for Applied Systems Analysis (IIASA). The institute set out the findings in an announcement on 22 June 2026, drawn from a paper published on 15 June 2026 in Communications Sustainability, a Nature Portfolio journal. The team also found that people in three surveyed countries accepted demand-side measures, contradicting a common assumption that they are unpopular.
The study reframes how climate strategies are judged. They are usually weighed on two axes alone: how much they cost and how many tonnes of carbon dioxide they save. The IIASA-led team argued that this narrow lens misses much of what the public cares about, and modelled the wider effects instead.
How demand-side climate action was tested across 18 countries
An international team working within the Energy Demand changes Induced by Technological and Social innovations (EDITS) network assessed six mitigation strategies across buildings, transport, and industry. Each was engineered to deliver an identical 10% cut in greenhouse gas emissions, then run through energy-system simulations for 18 countries so the options could be compared on the same footing. The six split evenly into supply-side measures, which clean up how energy is produced, and demand-side measures, which reduce how much energy and material is used in the first place.

The analysis is among the first to pair this kind of modelling with public-survey evidence on the same strategies, allowing the team to set the measured benefits against what citizens expect. The headline parameters are summarised below.

What the modelling and surveys found
All six strategies improved quality of life, but demand-side options scored slightly higher across a wider set of the six dimensions, which range from household income and jobs to health, energy security, and fairness. Among them, building efficiency through insulation and modest thermostat adjustment was the most robust performer across the study’s sensitivity tests. The authors caution that their estimates, if anything, understate the benefits, because the analysis could not capture the full spectrum of wellbeing effects. “Mitigating climate change is too often framed as a burden, when in fact it can raise people’s quality of life,” stated study lead Arnulf Grubler, Distinguished Emeritus Research Scholar at IIASA. Coauthor Nuno Bento of the University Institute of Lisbon (ISCTE-IUL), who built the simulation tool, noted that comparing the strategies at an identical emissions cut across 18 countries put them on “a level playing field,” and that both higher- and lower-income countries stand to gain.
The team then tested the assumption that people reject demand-side measures because they take personal effort, time, and money. Representative surveys in the Netherlands, Brazil, and China, chosen for their different income levels and positions in the climate debate, found the opposite. People expected both supply- and demand-side strategies to improve their lives and found them acceptable in all three countries, and being shown the evidence made their views more positive.
Why the result matters for climate policy
The findings challenge the view that demand-side climate action is unpopular, and suggest that communicating its wider quality-of-life benefits could build public support. They carry a direct message for policy design. “Demand-side strategies deserve more weight in policy portfolios than they currently receive, and transparently communicating their quality-of-life benefits can build public support,” stated coauthor Benigna Boza-Kiss, a research scholar in the IIASA Energy, Climate, and Environment Program and an EDITS network coordinator. She added that gains shared by both richer and poorer countries could help break the developed-versus-developing stalemate in climate talks.
That emphasis on using less, alongside cleaner supply, connects to how cities are cutting demand in the evolution of net zero urban landscapes and to the industrial side of the study, where doing more with fewer materials is part of innovation and sustainability through eco-efficiency. The study was carried out under the EDITS network’s “Well-with-Low” fast-track project, coordinated by RITE and IIASA and funded by Japan’s Ministry of Economy, Trade, and Industry.
