Witnesses at a U.S. Senate hearing on AI in schools called on 16 June 2026 for federal guardrails and dedicated funding to train teachers, warning that most schools have offered no guidance on safe use of the technology. The hearing, held by the Senate Subcommittee on Education and the American Family, examined how policymakers should help schools design teaching and learning as AI spreads through classrooms.
State and company officials told the subcommittee that the pace of AI’s development makes teacher training urgent, and that schools need clear limits as enthusiasm for the technology collides with worries about cheating and weaker independent thinking, as reported in Education Week’s account of the Senate hearing.
What witnesses told the subcommittee
Cynthia Marten, Delaware’s secretary of education, framed the goal as keeping people central. “AI can expand opportunity while preserving what matters most about education — human relationships and human judgment,” she said, adding that this works when schools “lead with strong guardrails and shared responsibility, and judge AI by outcomes rather than hype.” Marten urged districts to let teachers vet products before adoption: “you have to test the vendor claims,” she said, pointing to Delaware’s AI Assurance Lab, which evaluates tools with teacher input on whether they are safe and whether they improve learning. “The tool is no good if the person using the tool does not know how to use it,” she said.
Where AI in schools policy stands
There is no federal policy setting guardrails for how schools use AI, though some states and many districts have acted. At least seven states have enacted an AI policy, according to an Education Week tracker, and 21 state lawmakers proposed more than 50 bills on AI in education during the 2025 legislative session, according to the Center for Democracy and Technology.

The case for funding teacher training
Erin Mote, chief executive of InnovateEDU, said the clearest gap is preparation. “More than half of schools have failed to provide any professional development on the safe use of AI,” she said, arguing that schools “urgently need federal leadership, structured support, and dedicated funding.” Progress has been uneven: as of March 2026, 58% of teachers reported at least one professional-development session on using AI, nearly double the share who reported such training in early 2024, according to an EdWeek Research Center survey.
There are recent moves to close the gap. In May 2026, the Computer Science Teachers Association launched a two-year, multi-state initiative to help K-12 schools teach foundational computer science and AI skills, an $11 million project funded by the National Science Foundation. Joshua Jones, chief executive of QuantHub, told the hearing that the speed of change makes training essential, because curriculum materials built around AI features “do not become obsolete in a matter of months” only if teachers can keep pace.

The hearing reflects a federal debate that has sharpened over the past year. An executive order issued in 2025, “Advancing Artificial Intelligence Education for American Youth,” directed efforts to integrate AI across K-12 education and underpins the NSF-funded teacher initiative. Against that backdrop, the central tension witnesses described — promise weighed against the risk of weaker independent thinking and rising cheating — has driven states and districts to write their own rules in the absence of national standards.
